    Waterproof is a village in Tensas Parish in northeastern Louisiana, United States with a population of 834 as of the 2000 census. However, the population declined in the 2010 census by 17.5 percent to 688. The village in 2010 was 91.7 percent African American.     Welsh was originally a homestead owned by former plantation overseer and Confederate States Army soldier Henry Welsh in the late 1800s.[3] In 1881, Welsh donated right-of-way and a section house to the Southern Pacific Railroad on the condition that trains stop in the town.[3] The town of Welsh was platted in 1880[3] and incorporated on March 15, 1888,[4] when Henry Welsh was elected the first mayor.

    West Monroe is a city in Ouachita Parish, Louisiana, United States. It is situated on the Ouachita River, across from the neighboring city of Monroe.     The area of Westwego, Louisiana was inhabited by Native Americans for thousands of years before Europeans settled here. These indigenous people created huge shell middens that can still be seen in the vicinity today. The French first developed the area in 1719 when French Minister of State LeBlanc started a plantation and a port along the Mississippi River. The port became an important site in the history of the transatlantic slave trade. The estate was later owned by the Zeringue family, who turned it into bustling sugar plantation, known as Seven Oaks. Planter Camille Zeringue built a canal at the plantation that played a prominent role in the community's history for decades. Other antebellum plantations in the area included the Whitehouse Plantation, Magnolia Lane, and the LaBranche Plantation among others.     Zachary, Louisiana

    Zachary is a city in East Baton Rouge Parish, Louisiana, United States. It lies 16 miles (26 km) north of the city of Baton Rouge, and had a population of 14,960 at the 2010 census,[4] up from 11,275 in 2000.

    Much of the land which the city now occupies was part of a 160-acre (65 ha) farm owned by Darel Zachary (1827-1907).[5] In the 1880s, Zachary sold his land to the Illinois Central Railroad, who built a track and a depot on it.[6] A village quickly grew up around the depot, which came to be called "Zachary" after the original farmer. Zachary's first post office was opened in 1885, and it was incorporated as a city on August 2, 1889,[7] with Thomas Edward McHugh as its first mayor.[8] A fire devastated the city in 1903, supposedly caused by a greengrocer trying to flame-ripen his bananas. The "historic village" at the center of the city is composed of buildings which either survived the fire, or were built shortly after it, the oldest (excluding the depot) being the 1898 Allison House. The first census was carried out in 1914 and reported just 419 residents. Zachary was the first city in Louisiana since the Reconstruction Era to elect a Republican as mayor, Jack Louis Breaux.[8]

    Zachary is located in northern East Baton Rouge Parish. It is bordered to the north by the city of Slaughter, to the east by Central, and to the south by Baker.     Mansfield, Louisiana

    Mansfield is a small city in and the parish seat of DeSoto Parish, Louisiana, United States.[5] The population was 5,001 at the 2010 census, a decline of more than 10 percent from the 2000 tabulation. Mansfield is 77 percent African American.[6] Mansfield is part of the Shreveport–Bossier City Metropolitan Statistical Area.

    The Battle of Mansfield, a Confederate victory under General Richard Taylor (son of Zachary Taylor), was fought here on April 8, 1864. This battle turned 42,000 Union troops away from their conquest of the Louisiana Confederate capital, Shreveport, and sent them in retreat to New Orleans. The battle is commemorated at the Mansfield State Historic Site some four miles south of Mansfield off Louisiana Highway 175.

    In 1855 the first woman's college west of the Mississippi River, Mansfield Female College, founded by the Methodist Church, opened in Mansfield. A two-year college, its first class graduated in 1856. Financial difficulties and the threat of war closed the college from 1860 to the end of the American Civil War, during which its buildings served as a hospital for soldiers wounded in the battle of Mansfield; it reopened in 1865. In 1930, Mansfield Female College merged with Centenary College of Louisiana in Shreveport and closed its doors permanently. In 2003, the Louisiana State Legislature moved to convert the main building of Mansfield Female College, the Lyceum, into a future museum.
